Is Korean hospital accreditation a licence to operate?
Korean hospital accreditation assesses healthcare quality and patient-safety standards, while opening a medical institution follows separate notification or permission requirements under the Medical Service Act.
A badge, an opening document and a foreign-patient registration certificate answer different questions. Compare the institution's identity, the issuing authority and the document's stated scope before interpreting its dates or status.
The distinction matters when a hospital brochure shows several credentials together. A domestic accreditation grade, a KAHF mark and JCI accreditation each need their own official check.

What does Korean hospital accreditation establish about permission to open?
Accreditation and opening permission have separate legal purposes: assessment of standards and the establishment of a medical institution.
Article 33 of the Medical Service Act governs opening medical institutions. Articles 58 onward establish accreditation, including its criteria, application, assessment, grades and publication. Reading these provisions separately prevents a quality-assessment mark from being used as the answer to a question about opening permission.
The Minister of Health and Welfare has the statutory authority for domestic accreditation. The Korea Institute for Healthcare Accreditation, or KOIHA, performs delegated work such as assessment, notification of results, issuing certificates and publication. Opening notification and permission involve the authorities specified in Article 33. The document's issuing body helps identify which procedure it belongs to.
A brochure may place an accreditation mark beside information about the hospital's doctors or registration. Their position on the same page does not combine their legal functions. Read the title and scope of each credential, then match it to the question you are trying to resolve: establishment, quality assessment or foreign-patient recruitment.
| Document or procedure | Question it addresses | Responsible authority or body |
|---|---|---|
| Opening notification | Has an outpatient clinic or other institution covered by Article 33(3) followed the opening-notification procedure? | Head of the city, county or district |
| Opening permission | Has a hospital-level institution covered by Article 33(4) obtained opening permission? | Provincial or metropolitan authority under Article 33(4) |
| Domestic accreditation | Has the institution been assessed against healthcare quality and patient-safety accreditation standards? | Minister of Health and Welfare; delegated work by KOIHA |
| Foreign-patient registration | Has the institution or recruitment business registered for the activity under the overseas healthcare legislation? | Competent provincial or metropolitan governor |
Which opening documents should be distinguished from Korean hospital accreditation?
Identify whether the institution is covered by opening notification or opening permission, then compare its exact name and location.
Article 33(3) requires a person opening a medical clinic, dental clinic, Korean medicine clinic or midwifery clinic to notify the head of the city, county or district. Article 33(4) sets out the permission procedure for general hospitals, hospitals, dental hospitals, Korean medicine hospitals, long-term care hospitals and psychiatric hospitals. Institution type therefore affects the opening procedure you are checking.
Use the institution's full legal name and the location shown on the opening document. A shortened brand name can refer to several sites, while a similarly named clinic may be a different institution. An opening document from one location cannot resolve the identity of another location simply because their signs or English names look alike. Ask the competent authority about an unclear opening record.
A doctor's professional qualification answers a further question about the person and specialty. The foreign-patient recruitment legislation itself treats specialist staffing as a registration requirement separate from the institution's other documents. Keep the doctor's name and qualification, the institution's opening document and its accreditation certificate as distinct items when comparing a brochure with official records.
What do the grades and dates of Korean hospital accreditation mean?
Domestic accreditation has three grades: accredited, conditionally accredited and not accredited; the first two have different terms.
Article 58-3 includes patients' rights and safety, quality-improvement activities, service processes and outcomes, organizational and personnel management, and patient satisfaction within the accreditation criteria. KOIHA describes accreditation as an absolute assessment of whether published criteria are met. The grade should be read in that assessment framework rather than converted into a hospital ranking.
KOIHA explains conditional accreditation as a result where improvement efforts have been made but some areas have not reached the accreditation level. It states that conditional accreditation has the same effect as accreditation for its 1-year term. The institution must undergo the required reassessment within that period; the conditional result does not become a 4-year award merely because the institution continues operating.
Read the grade together with the validity period stated on the institution's certificate. The statutory duration describes the type of award, while the certificate identifies the dates for that award. Accreditation criteria assess specified aspects of the institution's services and management. They do not provide a patient-specific prediction about a particular treatment or remove the need for clinical discussion of that treatment.
| Grade | Statutory term | What to check next |
|---|---|---|
| Accredited | 4 years | The institution's stated validity period and any subsequent change in status |
| Conditionally accredited | 1 year | The conditional term and the outcome of reassessment within that term |
| Not accredited | No accreditation term is established by this grade | The assessment result and, where applicable, a later application or assessment |
Does every institution need Korean hospital accreditation to operate?
Accreditation generally follows an application, with a statutory application duty for long-term care hospitals subject to a stated exception.
Article 58-4(1) allows the head of a medical institution to apply for accreditation. Paragraph 2 imposes an application duty on long-term care hospitals, excluding the medical rehabilitation facilities specified in that provision. The distinction is about the scope of the application requirement. It should not be simplified into a statement that every clinic must hold an accreditation award before treating patients.
For a long-term care hospital subject to that duty, the Act also addresses another application after a conditional or unsuccessful result and certain cancellations. A single grade can therefore sit within a continuing statutory process. To understand the institution's position, compare its type, the dated result and any later result rather than treating an old notice as the final state of every procedure.
An unsuccessful name search has a narrower meaning: the particular search did not establish a matching record. Check the selected institution category, spelling, full name, address and date of the information. KOIHA's register separates institution types, and the public psychiatric accreditation dataset has its own stated scope. A result from one category cannot establish the position of all institutions with similar names.
Does Korean hospital accreditation also establish foreign-patient registration?
Foreign-patient registration is a separate procedure with its own applicants, staffing and insurance requirements, and validity rules.
Under Article 6 of the Korean legislation on overseas healthcare and foreign-patient recruitment, institutions intending to recruit foreign patients register with the competent provincial or metropolitan governor. They must have at least 1 specialist for each relevant clinical department, subject to the statutory exception for departments outside the prescribed specialties, and the required liability insurance or mutual-aid cover. Recruitment businesses have a different set of requirements.
The Act's definition of a foreign patient accounts for National Health Insurance membership or dependent status and exceptions for certain foreign residents. The Enforcement Rule sets out the resident categories and the G-1 exception within the foreign-registration category. Applying these rules requires more than observing a patient's foreign nationality; the defined patient and recruitment activity must be considered together.
Ordinary registration is valid for 3 years from registration and must be renewed before expiry if recruitment is to continue. Insurance or mutual-aid coverage must be maintained throughout the registration term. MedicalKorea offers an institution-name search and a separate business-registration-number lookup. Match the institution or business category carefully because a recruitment business and the treating medical institution can appear under different registrations.
How do KAHF and JCI relate to Korean hospital accreditation?
KAHF evaluates registered institutions serving foreign patients; JCI has a separate international accreditation body and program-specific records.
KAHF is the evaluation and accreditation scheme for registered institutions seeking accreditation for services to foreign patients. KOIHA and MedicalKorea describe a foreign-patient service system and a patient-safety system within its assessment. Hospital-level applicants must already hold domestic accreditation, including conditional accreditation; in that case the patient-safety part of the KAHF survey is exempted. That relationship should be read as an application condition and survey arrangement.
KAHF work is divided between the Ministry of Health and Welfare, KHIDI and KOIHA: accreditation, review and survey respectively. Article 14 sets a 4-year accreditation term and a 1-year conditional term. Paragraph 5 also treats the date of accreditation, conditional accreditation or reaccreditation as a renewal of foreign-patient registration, with the stated ceiling linked to the accreditation term excluding conditional accreditation. Check the institution's registration record after such an award instead of extending only its original registration date.
JCI describes itself as an independent, not-for-profit organization. Its international directory distinguishes accreditation programs and certifications and displays organizations, facilities where listed, decisions and effective dates. Match the program and location to the wording on the brochure. This separate international record does not establish completion of the opening, domestic accreditation or foreign-patient registration procedures required by Korean law.
How can the current scope of Korean hospital accreditation be checked?
Use KOIHA's official register and the institution's stated certificate details, matching its name, type, location, grade and validity period.
Start with KOIHA's accreditation-status search and select the relevant institution type and grade where necessary. Use the full institution name, then compare the address and certificate information. The Medical Service Act Enforcement Rule identifies general institution details, grade, validity period and assessment results among the published fields. A similarly named institution or a different branch needs its own match.
An award can change before the date printed as its original expiry. Article 58-10 permits cancellation, suspension of mark use or corrective action for specified circumstances, including important changes to the basis of accreditation or failure to meet the standards. Article 58-9 provides for follow-up checks. A calculation from a starting date alone cannot establish whether those later events have occurred.
Keep the separate official routes for the other credentials. MedicalKorea's recruitment-information system has registration and KAHF lookups, while JCI provides its international organization directory. Record which authority, institution and program the result refers to and when you checked it. If identity, dates or the meaning of a status remains unclear, ask the issuing body or competent registration authority to clarify the specific document.
What else do people ask about Korean hospital accreditation?
Does Korean hospital accreditation let me skip checking opening permission?
Opening notification or permission under Article 33 and accreditation under Articles 58 onward answer separate questions. Match the institution's opening document to its identity and location, then check the accreditation grade and dates separately.
What if I cannot find the institution in an accreditation search?
Check the selected institution type, spelling, full name, location and date of the information. An unsuccessful search establishes no matching record in that search; it does not by itself establish the institution's opening status or the outcome of every accreditation procedure.
Is conditional accreditation valid for the same period as full accreditation?
Domestic accreditation is valid for 4 years and conditional accreditation for 1 year. KOIHA states that the conditional award has the same effect within its 1-year term, with reassessment required within that period. Use the certificate's actual dates and any later result.
Does a domestic accreditation mark also confirm foreign-patient registration?
Check registration separately in MedicalKorea. The general term is 3 years, while Article 14(5) contains a registration-renewal rule for KAHF accreditation, conditional accreditation and reaccreditation. The registration record must be read with that rule where it applies.
Why should the JCI program and facility be checked as well as the name?
JCI's international directory distinguishes accreditation programs and certifications and identifies facilities where listed. Match the program, decision, location and effective date to the claim. A JCI record does not establish completion of separate Korean legal procedures.
