When is foreign-patient registration needed in Korea?
Foreign-patient recruitment is a defined activity with registration requirements separate from a medical institution’s opening and accreditation.
The patient’s foreign nationality alone does not resolve the legal definition. Read the defined patient, the activity and the institution or business that performs it together.

Who is a foreign patient for foreign-patient registration?
The Act considers National Health Insurance membership or dependent status and exceptions for certain foreign residents.
Article 2(2) defines the patient covered by the recruitment legislation. The definition excludes National Health Insurance members and dependants and refers to an Enforcement Rule for certain residents. The nationality shown on a document is therefore one part of the situation, not the whole legal test.
The Enforcement Rule lists foreign-registered residents with a G-1 exception and foreign-national compatriots who have reported a domestic residence. Read those categories as written. A general sentence about all foreign nationals would remove the resident and insurance distinctions that the law explicitly includes.
The G-1 exception operates within the resident condition described by the rule; it is not a stand-alone conclusion that every person with that status meets every other part of the legal definition. Read the conditions together.
Which activities are relevant to foreign-patient registration?
The definition includes treatment booking or contracting and related information, transport and accommodation conveniences.
Article 2(3) connects the activities to promoting foreign patients’ use of Korean medical institutions. Read the purpose and the listed activities together instead of treating a single everyday word as a complete interpretation. A registration question concerns the activity being performed as well as who the patient is.
A brochure may describe a hospital, a recruitment business and travel arrangements together. Identify which entity provides which part of the service before looking up its registration. The medical institution providing treatment and a business introducing the patient can have different names and registrations; one entity’s entry should not be used as the other’s entry.
A document may describe conveniences and an entity’s name without identifying its registration category. The next useful check is which legal entity performs the activity, not whether its brochure uses a familiar marketing label.
How are applicants separated in foreign-patient registration?
Article 6 distinguishes recruiting medical institutions from other recruitment businesses and assigns different requirements.
A medical institution’s requirements include relevant specialist staffing and liability insurance or mutual-aid coverage. A recruitment business is subject to the separately listed guarantee-insurance, capital and domestic-office requirements. Both routes involve the competent provincial or metropolitan authority, but they describe different registered entities.
When comparing an entry, retain its category with the name. A similar trade name can make two entities appear related without identifying their legal roles. The category field helps answer whether the search result concerns the treating institution or a recruitment business and which set of requirements is being discussed.
Registration certificates are to be displayed at the institution or business premises under Article 8. Read the displayed identity and category against the entity being checked, rather than assuming a certificate shown nearby belongs to every organization mentioned.
| Category | Requirements named in Article 6 |
|---|---|
| Medical institution | Relevant specialists; liability insurance or mutual-aid cover |
| Recruitment business | Guarantee insurance; capital; domestic office |
What staffing and cover does foreign-patient registration require?
The specialist rule has a statutory specialty exception, and the required cover must continue throughout registration.
Article 6(1) requires at least 1 specialist for each department through which the institution intends to recruit foreign patients, with the exception stated for departments outside the prescribed specialties. That wording should be kept when explaining the requirement; dropping the exception would change the statutory scope.
The Enforcement Rule specifies the required compensation cover and its continuous maintenance during the registration term. A statement that an institution joined a policy at some point does not by itself resolve whether cover is maintained for the period now being checked. Use the current registration documentation and the relevant cover information for that question.
The medical institution’s liability cover and a recruitment business’s guarantee insurance have different statutory purposes and requirements. Do not use the presence of the word insurance as a substitute for identifying which entity and cover the document concerns.
How long does foreign-patient registration last?
Ordinary registration has a 3-year term; KAHF awards have an additional deemed-renewal rule under Article 14(5).
Article 6(6) sets the ordinary term and paragraph 7 requires renewal before expiry if recruitment will continue. The Enforcement Rule sets a renewal-application period within the two months before expiry. The portal also gives operational timing guidance, which should be read as portal guidance rather than substituted for the statutory wording.
Article 14(5) treats accreditation, conditional accreditation or reaccreditation as renewal on the award date. Its second sentence sets a period ceiling linked to the accreditation term, excluding conditional accreditation from that ceiling. A registration end date therefore should not be guessed from the original starting date where those events have occurred.
A renewal application and the resulting registration document also have different evidential roles. Use the record returned after the process to establish its dates; an application’s submission date should not be renamed as the confirmed end of the registration period.
Can foreign-patient registration change during its term?
The Act includes change and suspension or closure reporting and registration-cancellation provisions.
Article 6-2 addresses changes to registered matters and suspension or closure. Article 24 provides cancellation grounds and the competent authority’s role. A printed certificate period alone cannot show whether a later event has changed the record; that requires checking the relevant current record or authority.
The law also requires display of the registration certificate for people to see at the institution or business premises. Use the details of that document to identify the entity and ask about the relevant registration. A display without a clear match to the institution’s identity leaves an identification question even if a date is visible.
Changes and cancellation are distinct from the ordinary passage of time. A date comparison cannot establish whether a later report or decision exists, so the authority’s record is needed for those questions even when the printed period has not ended.
Where is foreign-patient registration checked?
MedicalKorea provides institution-name and business-number lookups; unresolved registration matters belong to the competent authority.
The institution-status interface permits a name search, while another lookup uses the business registration number. Names can return more than one entity, so retain the category and region and compare the full legal name. Do not connect a matching name to another branch without confirming the identity fields.
A lookup result should retain the date checked and the fields actually returned. It does not supply an absent certificate period or establish the outcome of an unrelated accreditation. If the registration dates or entity identity are still unresolved, refer the particular document to the authority instead of borrowing a date from an accreditation badge.
The checking interface’s fields determine what that lookup has established. Preserve a returned category or region, but do not invent an absent certificate period or borrow an accreditation date to complete the registration result.
| Lookup | Compare | Unresolved item |
|---|---|---|
| Institution-name search | Full name, category, region | Similar names and branches |
| Business-number lookup | The official entity returned | Match to treating institution |
| Registration document | Stated dates and later record | Changes or cancellation |
